国际标准书号( International Standard Book Number，简称 ISBN ) 系统，于一九六七年设立，是为因应图书出版、管理的需要，并便于国际间出版品的交流与统计所发展的一套国际统一的编号制度，由一组冠有“ISBN”代号的十位数码所组成。书号可以快捷、有效地识别书籍的出版地，出版社，书名，版本及装订方法。该系统在全世界大部分国家被使用，成为标准书籍的显著标志。 这组号码也可以说是图书的代表号码。国际标准书号有助于简化图书发行及管理手续，便于出版品统计及国际交流。出版机构、书商及图书馆普遍都使用此系统，作为处理书籍订单及盘点存货之用。

国际标准书号由十个数码组成长短不一的四个部分，分别为：
1、国别、语种、识别代码：可识别出版社所属的国家、语种、地域等；
2、出版社识别代码：可识别该出版物的出版单位；
3、书名识别代码：由出版社自行为新出版物种类或版本编配；
4、稽核数码：用以核对书号是否正确。
(在部分国家或地区，一份标准的书籍出版物除配有国际标准书号外，同时要求配有本国或当地的书号，以便于管理)

申请人需提交资料：
1、申请人提供该期刊出版（主办）单位的名称（出版社）、地址及该期刊的名称；
2、提供刊物的封面、封底和目录页（编辑、作者的资料页）、书名、内容
3、提供可接收信件的香港独立地址

申请程序及时间：
1、申请人签署委托书并预付申请费用；
2、填写申请书、出版社专长并签署盖章；
3、提供一份个人资料（私隐）条例及商业登记证复印件；
4、收到正确文件后即可提出申请，申请时间约为7个工作日；
5、出书以后，必须交5-7本书籍到香港政府有关部门存档。
